If it's in the simple past tense it will be

I had an accident yesterday

and in present perfect wil be

I have had an accident

but

it depends on the time of the action

if it has happened recently

we'll use the past simple

and if the action has happened long time ago

we'll use the present or past perfect

Actually, the point is weathe the time is important or not
but if the action happend short time ago we say

I have just had an accident

but if the time is one of the ideas in our sentence (even if it is not mentioned) we use the other tenses

in the sentense above, the speaker's main idea is that something has happened no matter when

we can say: I had an accident. without spesifying time, only if the speaker and the listener know the time of the action
